I kind of disagree. I think Term Limits basically grant more power to the bureaucracy by ensuring that the legislative expertise gets lost as elected officials are constantly circulated out. This forces elected officials to lean more on Bureaucrats (Deep State) and forces them to rely more on these "experts" to make the calls.
No, term limits is what the uni party and lobbyists fear the most. Chuck Schumer, Romney, etc have probably been bribed by the same people for decades. It's a matter of "hey, can you meet me here at this time" and they can update each other.
If there were term limits of lets say 2, the lobbysits would have to constantly convince, persuade and bribe different people. Making it much more unstable, harder work and riskier (higher changes of people snitching).
