Fake ballots were brought in to balance the number. Chain of custody not adhered to. Seems that seals were broken before the recount, so no one knows what kind of fuckery happened and who else touched the ballots. Evidence is all contaminated at this point if time already.

If you count 4 fraudulent votes with 6 valid votes, no matter how many times you count them it will be 10.
Audits, however can uncover the fraudulent votes (voter registration log, signature verification, etc.) and toss them so they are no longer counted.

Hand counting fake absentee ballots. by machine or hand, should not change the total ballots counted.
Machine manipulation seems to involve the "adjudication" process, where ballot can be changed to reflect "voter intent" or disregarded as invalid. As I understand it, the associated image file of the ballot is reclassified when this occurs. The question then becomes, was did the "hand" recount actually go through physical ballots or simply compare totals and image files. Were the "invalid" votes physically separated from the "valid" votes? Lots of process questions here.
It has been alleged that large scale machine manipulation was focused on select, high population, Democrat stronghold districts. If this is the case, one would not see a difference in small R districts. This makes logical sense since a fractional vote method would be more visible and easily verifiable in a small quantity of votes. On the other hand, in places were 70% of precincts "don't balance" and physical ballot boxes are sealed and not cannot be recounted, simple as pie.

They dont need to Connect the Red areas when the can do a Blue City that outnumbers 10-20 counties.
