Small percent but enough to flip GA if broadly applied.
His "26%" is wrong and unhelpful, but big numbers get attention so IDK maybe it does help with that but it empowers criticism and "DEBOONKING" BS.
This is the kind of cheat you run on a machine itself rather than the Dominion/Scytl servers.
Make it small enough that it can be blamed on human error in the recount, which can be off by 50, 100 votes without suspicion. 37 votes * 2652 precincts = 100,000 votes.
