You have to do a full scrub and fill with random data, and even then you can't touch the S.M.A.R.T data. Or if it's a new-style SSD, there is no reliable way to wipe them yet. Second, if all the computers were networked, it's child's play to access the router logs and see where they connected, how much data was sent, and where. You can reconstruct the data sent and received with a little cooperation from the ISP. If they don't cooperate, you get a subpoena or go to the NSA. Every packet sent into or out of the USA goes through them. If these poll workers are dumb enough to stuff ballots on camera, there is no way they know how to run a DOD level-three cleaning on hard drives.
