They only enforce laws against 1 group of people these days. Police would not be busting a street party in a black neighborhood, but they would bust a family gathering of 10 people in a white neighborhood.

Cops are city employees, they enforce codes, not laws. Sheriff's Departments are the only Constitutional Law Enforcement.
