No but they can say the election was illegal. Then congress will challenge their delegation and if they challenge wi pa az ga then no one has 270 votes and the house will pick the pres and senate the vp.

No. The role the state legislators can play is in the slate of electors that are presented to congress.
But if contingent election, then it depends on the make up of their congressional delegation. If a state has 10 seats in HOR and 6 are Rep then the one vote goes to the Rep. Now, I don't know that even if they are majority Rep that they have to vote for the Rep.
