It kinda is a confusing process. There is no legal provision for another Presidential election before 2024. If the popular vote is thrown out, State electors are then chosen by State legislators directly. This is what's in the US Constitution, which doesn't provide for or mandate a popular vote for POTUS or VP.
Any State's electors can be thrown out by VP for fraud, on 1/6.
Recounts and even audits have been a colossal waste of time and worse, a complete sham. Not to mention $ millions apiece.
I was thinking that the president and vice president were clear and would depend on congress.
However and as far as I know there is no constitutional path laid out for senators and representatives.
I don't even know why we have a popular vote anymore. Let the states elect people to their state houses that will vote for their presidential candidate and do what they want to get done in the state too.
Downballot races, from US Senator down to school board, all need a full audit in every precinct.
As VP Pence goes to toss electoral votes on 1/6 if things aren't resolved, Pelosi can call the Sargeant at arms to remove the Senate. This would stop the vote counting process, and our system is broken. As best I can find this has never happened in US history.

Constitution says that the votes will be counted. So Nancy can't stop the vote counting process.
