There seems to be 2 different stories going around that are being mixed together. One states that hand audit found that votes flipped. Other one states that there was a test on an actual machine that flipped 13% of votes from Trump to Biden.
I don't know if the machine test is true, but the one you linked is not related to what the OP is posting about.
I don't think folks are reading far enough into the material. For instance, the voterga.files pdf linked above says:

Alleged and hand count/audit etc... nothing about seizing or inspecting or running ballots through Dominion Machines. We all knew about the 37 vote flip already. It's like somebody out there just found the Ware County info today, A S S U M E D machines were inspected/seized [ as is being done in Michigan today 12-06-20 ] sent out a tweet or wrote a blog and it went viral enough we have important people reporting it as fact this afternoon.
We need to be very careful. As Bannon says, it's psyops, information warfare. Now I could be wrong so if someone has a link to an actual news source that is verifying that what all these tweets and stuff are saying, please share!
