Exactly.

In the USSR, their biggest fear was separatist movements from the many ethnic groups. (now in regions we call former USSR). So the KBG did a lot to support communist groups in the US, but also Black militants. They thought that the biggest problem for the US was a black uprising. The USSR was also greatly threatened by academics (who often ended up in the Gulags) and so they worked to indoctrinate US academics and then their students.

China learned a lot of their tactics in this area from the Soviets and just applied it differently.

Another example - Russia wants to become Europe's gas supplier so they spend a lot of money spreading anti-fracking propaganda in Europe. Europeans are mostly against fracking now. They are all brainwashed.
