The USSR was also greatly threatened by academics (who often ended up in the Gulags) and so they worked to indoctrinate US academics and then their students.
China learned a lot of their tactics in this area from the Soviets and just applied it differently.
Another example - Russia wants to become Europe's gas supplier so they spend a lot of money spreading anti-fracking propaganda in Europe. Europeans are mostly against fracking now. They are all brainwashed.
