If you listen to the full clip about masks, Fauci doesn't literally think the masks don't work themselves. He thinks that it's easy to fuck up proper handling, and healthcare workers should be the first priority to receive the masks that were under shortage. The CDC revises shit all of the time when new studies come out, and they believed there was enough evidence (studies) to warrant a cloth mask recommendation to the general public - which they readily cite. It is ultimately a balancing act between a bunch of retards mishandling their mask and a bunch of retards sneezing on people. Yes, cloth does jack shit for small aerosol particles - but plenty of materials do stop large particulate spray. I personally think they should have just advised people to lift out their own shirt and cough down into it because that would accomplish the same shit.
TLDR: Fauci was against masks because people could mishandle them and wanted priority for healthcare workers, then a few studies showed cloth (supposedly) had a net positive effect on transmission rates - so they made that recommendation.
Playing the "muh studies!" game is beyond pointless, particularly in this case. You can find current, relevant studies that conclude surgical/cloth masks are as good as no mask at all when it comes to infection rates (many have been linked here countless times so don't bother asking for links).
