They actually don't have the DNA of the whole virus so when they are testing they are looking for small strands that are indicative of the virus. These small strands are also from other virus' as well. In fact, there is a good chance that if you've had a cold in the last 5 years a PCR test will reveal that, but also it may be why so many people don't get sick.

Well, I meant harvesting our DNA. They get to harvest our DNA and they get to place it to a name and living area.

So one could go on a lot of tinfoil hat theories on what one can be done with it. Make a stronger, targeted virus; sell your information to insurance companies if you have markers that make you predisposed to certain things, etc.
