All of them. It's called international economic development and all, or almost all, have depts for trade from state to country. I've worked with them in the past and it's all about getting their small businesses to distribute and sell internationally. Go to any trade show and there's an international section, mostly dominated by China
It really isn't and that's not the intent at all. If you're a small business or entrepreneur and have a market in Brazil (whatever) and need help getting into that geo market, the office will help. They're great services all around. Just because someone likes selling goods and services to every day chinese men and women doesn't make them a fucking spook or commie shitbag.
