I saved the audio, opened it in audacity, and did the following one or more times to each track after splitting into mono:
identified periods of relative silence and use them to generate noise profile and apply noise reduction effect
applied the limiter effect with hard limiting, squashing all the peaks
used normalization with default settings to bring volume up
panned one track 10% right, other 10% left
After cleaning it up with these steps, it actually sounds to me like she's saying something like "probably never even rinsed off". I know that's a weird thing to say, but that's what it sounds like to me.
Perhaps whatever she palmed had been smuggled by someone?
