He said that, but he's wrong. Look at the data in the second paragraph of that press release. There were 14,192 votes cast in the county, and the hand count audit showed that the electronic count had taken 37 votes for Trump and given them to Biden. Baro is right. The 26% swap was from a forensic investigator, who ran an even amount of trump and biden votes in, only to get the 26% on the output. The .26% I think refers to recount like you said, but that's different.

You're not paying attention. Where is your source for this claim? All I see is a tweet repeating an unsourced claim from a tweet by a City Councilman in Marysville, Ohio.

Is it the same Dominion machines used in both?

Reportedly, according to what I read concerning the Arizona fraud testimony, a military analyst said they watched in real time as Dominion machines communicated in real time with a server overseas.

Different machines did different things at different times.

Updates happened which changed algorithms that yielded results like we saw in Georgia.

All batches of votes tabulated after the shutdown had the same ratio of 50.05% for Biden, 49.95% for Trump.

Maybe some with no current update only flipped a lower percentage?
