Its rather amazing that there is no comprehensive list of people inside a vote counting area at all times. Everyone should be accounted. Not saying they should be observed, which they should, rather that the nation/locality knows the people that are there should be there. Also knowing who is there is great to know in case some shady stuff goes down.
