Not conjecture lived in Ga for 10 years before moving to TN its considered fraud to register to vote without intention to stay as citizen.. they check if you bail within 1 year then issue warrants, most counties check if you voted in the contested election or they ask if you want to vote provisionally after they tell you the penalty if you are passing through.

You have to have been registered and voted in last election to be eligible, you cant just move and vote, if you move you can vote in 2022
