According to the Constitution it's the legislature that nominates the electors.

Have they "delegated" the responsibility to the Secretary of State?

Or does the legislature still need to vote on it? Or they don't need to vote but they can oppose it?

The democrat electors are already seated. Kemp states that there is no mechanism not to seat them after the popular vote was certified according to Georgia Constitution. I am still trying to find where it says this in the Georgia constitution
