Eh, dunno about this one, happened in Brazil too, we don't have mail in voting.
To me it was just another attempt by the CCP to poison the west, our government expressly told anyone who received those to burn them, and under no circumstances plant the effen things, I bet some people did anyway though...
That's my guess as well, as I remember most people reporting to have received them were in rural areas.
If it's some genetically engineered useless plant that spreads like wildfire, heck could even be toxic, it would have the potential to cause severe damage to native flora and fauna (and farmland) in a matter of a few years.
