This is correct. GA's hand recount was one small precinct to check the box. All other precincts fed the same ballots through the scanners. CodeMonkeyZ has a tweet (https://twitter.com/CodeMonkeyZ/status/1334716021756706816?s=20) that explains that the adjudicator keeps records of all changes that were made to the ballots (ie keeps records of all ballots that were flipped), so the next time those ballots were scanned, those that were changed to count for Biden the first time through, were flipped again in the same manner the next time they were scanned.
I've thought long and hard about this exact question, and there are only a few ways I can think of:
We know from Solomon that the algorithm was flipping votes at distinct blocks of time in each county. On the machine level it would have been doing two things: 1) reading Trump ballots being inputted but tabulating them as Biden, OR 2) injecting ballot images of fake mail-ins for Biden, and counting them as real ballots towards the total. In either case, the ballot images would've been saved during those timeframes.
To make the hand count match the machine, you just review the ballot images and if it's option 1) you destroy the number of Trump ballots that were swapped and manufacture Biden ballots in their place. If option 2) you duplicate the fake mail-ins by hand.
It's worth noting that according to Solomon, the algorithm wasn't ran in every county. In fact, it was ran in only a few, and primarily in Dekalb and Fulton. In the other counties, the swapping was negligible enough that the claim could be, "the count was only off by 200-300: this is not enough to flip the election." So, in the major Dem-controlled counties where the real theft of switching happened, getting your guys to sub out these ballots from the time of the election to the date of the recount is possible, even if it's not in the smaller R-controlled ones. Signature matching was called for because given the slim margin, the Dems easily manufactured 20k+ mail in ballots--that was a cheating method totally separate from the algorithm swapping/flipping.
If you count one vote as 1,2 and the other as 0.8 the total tally is the same. If you have ten Trump votes and ten Biden votes they come out as 12 for Biden and 8 for Trump.
The common misconception is that the number of people voted (p) = number of votes (v) cast. When a precinct is "out of balance" this is when p doesn't equal v.

The votes didn't line up in the hand count in GA. The SOS ordered clerks to report original machine count numbers.
I think the machines were actually destroying the votes they skimmed so there wouldn't be a paper trail. It's the most obvious explanation.
