Not quite. Remember if they catch you before harm has been done, they don't have standing. And they can't possibly sue during the robbery with all the hubbub.

If you robbed a bank in GA and got caught, his next question for the prosecutor would be, "You're asking for this man to be imprisoned, but if that happened, would his theft of a few million dollars in GA have any impact on banks in Michigan?"

Yes- They are basically saying, if you commit felonies as serious as Bankrobbery- and hide for a day, you get to keep the spoils of your robbery by default- because you were not stopped before you robbed the bank
