Alternate theory:. Durham is not working so much off of interviews as off of classified private communications between government officials in DOJ and the intelligence community. Durhams report was delayed because he found out about the election rigging, expanded his investigation into that, and that is what Barr told Mcconnell about. Barr is trying to buy Durham time to wrap up and prosecute, but Trump's legal and election teams are frustrated that time is running out and their confidence waxes and wanes that Barr/Durham will finish their work in time to make a difference, so they complain about Barr whole pursuing court remedies.
