Why are people even allowed to live in DC? It's specifically designated as a federal enclave for federal business. Who ever decided it was a good idea to build projects there?

That’s my thought. It should be govt and maybe low density commercial support only (like restaurants, fast food, dry cleaners and gas stations)

The residential areas should be split between the two neighboring states

Virginia already took back their half of DC. Arlington and Alexandria Virginia used to be part of DC.

Exactly. It's a place for government to gather. Congress is meant to gather there a few times a year as a special duty but a lot of them have houses there and keep destroying the country.
