from what i've read on the numerous posts about this is the commies use it to ddos the site
i wouldn't really think there's a way around it either: if you rate limit searches per address, there's still state kept on the server and that becomes the attack vector
they could charge $ for searches, but that opens up a whole different can of worms

This comes up no less than a dozen times a day.
