Since when have they ever allowed a silly law dictate their behavior? I once heard an analogy that wealthy people tend to consider laws and regulations as something you could pay to get away with such as parking tickets so long as you paid the fee.
As an example, To any ordinary citizen, you see a no parking sign and you don't park there. To someone wealthy, that's more of a fee you pay for the privilege to park there and they're wealthy enough to do so. So why not the same thing with a law? Besides, who's going to prosecute them?
