Maybe Kemp paid Dominion more than she did. Or maybe he left himself some back doors into the systems when he was Sec of State and used them to outrig her. And maybe she found out how he did it and blackmailed him into complicity with this steal in exchange for her silence about his steal. Or maybe that's just my tinfoil hat talking.
