Installing Biden is a piece of that, but they still need Covid to cause chaos, keep the fear high/keep the people compliant, and dissolve efforts at resistance by keeping people apart. When isolated, people will rely on them for information.
That's the one silver lining to those countries falling. You get a nice preview of Biden administration. Be prepared to get harassed by the cops for having a different opinion and have your business or property seized at any moment. They want to control the people through fear, and it's working.
My current prediction is that they are going to make sure the vaccine has some horrible side-effects. When people start getting horribly ill, they'll say trump sabotaged or mismanaged the vaccine and blame him. Then, they'll say that we have to quarantine until an entirely new vaccine can be created.
Well, to be fair, it hasn't been thoroughly researched or studied. We don't even know the long term effects of it. It's got some serious questionable issues with it already.

It might only be temporary, but I doubt they'll make it clear to women of child-bearing age that they may end up infertile for at least some time. Mind you, these are younger people who are not in any particular danger from the virus unless they have other serious health issues. But what if they make it mandatory for health-care workers and a few other sectors, and end up accidentally sterilizing a bunch of people?
