You can literally create and share the config file for the plugin. Upload the config to a public Git repo and then anyone can submit changes and pedes can always have the latest version.

This is everything you asked for, but you are unwilling to do the work yourself.

We want things to change but we never do the work and research ourselves. We blast our thoughts into the endless feed and hope that others will organize and labor over our thoughts for us. Then we are surprised when we don't get the outcome we've been dreaming of.

There's a plugin available now called Infogalatic Transporter that will redirect any clicks on Wikipedia links to Infogalatic. Infogalatic, if you don't already know, is basically a mirror of Wikipedia without the liberal bullshit.

Perhaps the person who wrote Infogalatic Transporter would be willing to work with you. Or it looks like the code is available on GitHub. I'm not a developer but maybe a developer could easily modify it to do something close to what you're asking for.
