Well with appropriate equipment it will work. Imagine heavy-duty cargo planes modified to have both wheels and skids so that they can land on ice, polar-grade ships that can turn into bases for surviving winter, Soviet-style atomic icebreakers, possibly controlled ice melting by satellite mirror and a Hyperloop for transporting ore from the inland mines to the coastal port.

Also actual domed cities - or tunnels in the ice - for habitation. There are TONS of interesting-looking bases in Antarctica and in Arctica as well. Look up the big UFO-style Russian border control station at the North Pole, or the British Halley VI station (actually a giant train on skids).
