I believe this artificially increases the threshold required for the US Constitution. Essentially you are saying a supermajority is required for the decision making process. I believe this state law requiring a supermajority would be contrary to the US Constitution. It should be a simple majority.
I would generally agree, though the constitution usually just creates a floor that you can't cross. There's no reason that a state can't make a legal standard that is "stronger" than the constitution as long as the constitution doesn't explicitly forbid it.
Invoke EO 9/12/18 and then the trials, then term limits and NO lobbying after you leave office. Stuff like that will help, but GEOTUS will set a the bar higher than that I imagine.

I agree, the basis for most of the legal challenges are stupid state laws vs US constitutional requirements for election procedure.
