Make local representatives criminally and financially liable. Minimum 1 year sentence, maximum 10 year sentence and $25,000 fine if an illegal or irregular vote or practice occurs in their jurisdiction.
Give rewards to citizens who report fraud ($10,000).
I guarantee a lot of this would disappear very quickly.
We have more than enough laws and regulations at local, state, and federal to suck fraudsters dry. Law doesn't matter if noone enforces them. They are all in on it, at every level.
