Here's the whole Section 2 of the 14th itself (I put the bold below.):
Section 2. Representatives shall be apportioned among the several States according to their respective numbers, counting the whole number of persons in each State, excluding Indians not taxed. But when the right to vote at any election for the choice of electors for President and Vice President of the United States, Representatives in Congress, the Executive and Judicial officers of a State, or the members of the Legislature thereof, is denied to any of the male inhabitants of such State, being twenty-one years of age, and citizens of the United States, or in any way abridged, except for participation in rebellion, or other crime, the basis of representation therein shall be reduced in the proportion which the number of such male citizens shall bear to the whole number of male citizens twenty-one years of age in such State.
The first sentence is how they will lose seats by the US Census not giving seats for "all other persons" (eg illegals, prisoners, visa holders, etc.)
The rest, means the States which cheat/fraud/etc. = denied or abridged, will lose House Seats in congress during the Reapportionment which occurs (soon/months) from this year's US Census (every 10 years) being done. How much they disenfranchize or abridge the male population of citizens over 21 who can lawfully vote, is the same % of House seats they will lose from their base apportionment allocation.
So when doing the math. States that cheat/fraud/etc. will lose between 25-50% of their House Seats.
Lets say, "least case scenario" is half the voters got cheated. and lets say half of those voters were males over the age of 21. So a half of 50% is 25%. So if a State has a base of 20 House Seats, they'll lose 5. Or if a State Has 4 House seats in congress, they'll lose 1.
State's that didn't cheat will get those extra seats. And realize that nearly all Dem controlled States have cheated.
And when looking at the math inside a fraud/cheat State, as those seats get removed, it causes Dems to lose control of their "unbreakable" deep blue small urban fraud districts (many of whose current members representing those districts, cause most of the unconstitutional problems in congress.)
