States aren't even allowed to conduct foreign diplomacy, which really begs the question as to what possible legitimate reason there is for the Georgia governor to be meeting foreign diplomats. Maybe it would make sense for a local Texas politician to meet them to discuss some issue relevant to local Chinese expats, but the Georgia governor? Shady business.
