It's a great way for them to gauge how many people will roll over and comply with retarded orders versus how many people will tell them to pound sand. The more people they can demoralize/harass/cancel into wearing masks, the fewer people they will have to worry about fighting back in an ACTUAL uprising with 2A.

It's purely a headcount of troops for the upcoming battle.
