Upstate NY has already been destroyed by the high taxes. Everything moved away for lower taxes. Now, even if upstate NY lowers taxes (upstate NY did for businesses), no one will come back there.
NY is over 60B in the red. There is only one way to recover from that level of debt; BAILOUT.
Only way to get the bailout is to crush all opposition refusing to give it to them anyway they can and keep creating more debt in the meantime until it happens. They are not doing anything to get out of it.
