The state learns the actual score before the counties so it can ensure that ATL has enough to cover the suburban and rural red areas. The red areas may have only shifted (what appears) small number of votes (oops!) but the real fraud is making up the 100's of 1000's needed in the large cities.
Eventually, long after all the relevant deadlines and court cases, our side will put the entire system -

...all together. And this needs to happen so that we cut off every angle of cheat they have been using.

People think it isn’t possible, but when the amount of corruption in the Catholic Church was exposed, several states managed to suspend the Statute or Limitations to let people sue for very old crimes. We need that for election rigging. We can and should use every damn trick in the book to undo as much commie rigging as we can find. If the current system says no, we must change this system.
Ranked Choice Voting would explain this also. Not sure whether Georgia has adopted it or not. The counting under Ranked Choice requires the counting to be done on a state level because the method is dependent on how other voters ranked their candidate choices. It is a corrupt method being pushed by FairVote.org with Soros backing. There is a push for this method in every municipality, county and state. Check your own area and push back!
Precincts should all be small, maybe 1000-3000 voters. Possibly use grade school feeder areas.
Have a D and R plus other volunteers.
Count votes by hand. Tally by hand. Keep the original ballots and envelopes.
Tallies could be entered into a publicly available spreadsheet and verified by everyone at the precinct.
Absentee votes only for people unable to be there, must arrive before E-day.
All counting must end at midnight on Election day.
Have the national guard pick up the originals and envelopes to bring to a secure location.
