Yes, thats the trick, they flip votes from red counties to blend it in better

Georgia would have a problem with 345% voter turnout unlike Detroit.

Then they also have to move a matching number of paper ballots around in case of a recount, right? I think that they just imposed arbitrary winning results on each precinct with the plan to correct the paper ballots later. The slow vote count bought them time to produce the necessary fake ballots.

The state learns the actual score before the counties so it can ensure that ATL has enough to cover the suburban and rural red areas. The red areas may have only shifted (what appears) small number of votes (oops!) but the real fraud is making up the 100's of 1000's needed in the large cities.
