This is the most powerful law suit that can be levied and has the greatest chance of success. It also sets the grounds for use of the executive order as it introduces factual evidence of fraud.

This feels like at least 2 paths of possible victory especially if Homeland gets involved. Homeland now has a clear path to pursue criminal charges therefore satisfying all the requirements of the executive order.
