POTUS can give a Lawful order via national command authority to ACTIVATE a citizen militia as well as deputize with federal law enforcement and arrest powers - he is doing EVERYTHING he can to avoid doing so! BUT - watch Dec 18th - the EO report from DNI Ratcliffe is due on that day.
