There are no real deadlines until January. The 2 dates of December 8th (today), and the 14th that everyone is talking about, are not mentioned anywhere in the constitution and were added via federal law later; but members of SCOTUS have already argued those dates are unconstitutional in the past.

Deadline is unclear if it even exists at all. Anytime before the actual inauguration is probably what it is going to be. Certification can always be revoked or delayed by congress.

Some of the biggest bombshells Texas dropped (like the 187,000 votes in Wayne County that can not be matched to registered voters) only was known in the last couple of weeks. Who is bitching about Texas not filing sooner?
I believe that safe harbor can only be met when all issues are cleared. Filing with 30 seconds left leaves no time for clearing before the safe harbor deadline. Missing safe harbor isn't catastrophic and not actually constitutional. So there is likely legal gymnastics involved that you need years of training to translate.
Legal bureaucracy is also very sluggish, so if they made a case before, they wouldn't have had the bombs that have dropped now, they got more ammo waiting for this filing than firing a afew empty rounds.
