A big part of it is that the Portland DA is literally Antifa.

So if PPD goes in, and evicts Antifa, the DA will let them go and say "Sorry for the inconvenience." One of the reasons why Trump was forced to deputize some of the local and state law enforcement officers, so they could charge rioters with Federal charges.
