He has been muzzled the whole time, and had two judges 'handle' his case, ending up with Sullivan. Sullivan was told by DoJ to drop the case. He then went on to find other ways to keep the case going. Trump pardoned Flynn (wtith 'innocence'? - meaning he's completely cleared to take up a role in the administration - not sure of phrasing). Sullivan still tried to keep the stitch-up going.
I guess someone told him to finally drop it.
