DOJ dismissed the case because it had no merit. Sullivan decided he was going to hire a prosecutor to prosecute his own case against Flynn (totally outside the purview of a judge). Trump steps in & pardons Flynn to stop the judicial abuse & harassment of Flynn. Judge Sullivan (who covered up his own son's brutal rape of a child & yet still sits on the bench) reluctantly dismisses the case with prejudice.
