The President can pardon for whatever reason he wants. The judge doesn't have any authority to mind-read the President to decide if it should be valid.

Funny you ref. that: He intended to bring the scope of the pardon into question for obvious purpose.. Sullivan needs to be disbarred ( but DS will protect).

Isn't that the pot calling the kettle black, Trump acted on the merits of the case and the DOJ request for dismissal, Sullivan was the one who was acting on a political vector and NOT a legal one.
