Louisiana has not done this yet. If you read the statement, it says that Louisiana joined the Brookvar lawsuit from PA that is before SCOTUS.

Furthermore, the U.S. Supreme Court should consider the most recent Texas motion, which contains some of the same arguments.

Basically: The State of Texas is suing four of the cheating blue states, saying that their unconstitutional election fraud harms the USA and therefore harms the State of Texas as well.

As I understand it, if one state sues another, the only court that can hear the case is the SCOTUS.
