I'd been reluctantly betting that SCOTUS was going to punt on this. It elephant in the room on this one is a PA Constitutional issue. Yeah, that arguably extends to Fed... but those are arguments.

The other problem that has been driving me nuts on this is that Article 77 was passed by the legislature with all the fucked up 180 day to object stupidity and other work arounds that serve no purpose other than defying the PA Constitution.

This should have been trashed by the PA Supreme Court. Except they are nothing by socialist activists in robes.
