They probably think the Texas lawsuit has more merit and addresses the same issues.

The Texas suit is a stronger case in the long run. If Texas didn't file, then the Pennsylvania suit probably would have gone through and could have failed in trial. Take a little time and read some of the comments on the page. Many other peds have detailed the Texas suit.
