If the judge isn’t outright takin the constitutional stand all you are is property of the State. You civilians have to grow some balls. I guarantee those in hospital are either unhealthy or above the age of 50/60. ALL outdoor dining is safe, the virus dies in ALL sunlight, artificial or natural at 222nM according to studies published on NCBI. You only have a higher risk of coming into contact with the virus in closed spaces with no circulation, ie.
