I'm a mechanical engineer and some of the products I've worked on in the past have cellular communications capability for remote updates and monitoring. I bet when they break into these Dominion machines they'll find they got the chips and antenna on the PCBA's for cell communication. Nobody would ever know unless they looked at the inner hardware.
