The zoom video timestamp is at 28:00 minute mark for that. https://youtu.be/GAkT8Klkf5s?t=1680 What the article didn't catch was that at the 18:30 mark, he says that they plan on "pooling files" and "making and assessment" at 10:00 to see "if that's all we have to do". Right there he is admitting that at 10:00 they're going to try to figure out out if they'll need the extra suitcase ballots. https://youtu.be/GAkT8Klkf5s?t=1110 Earlier, at the 16:00 minute mark, he talks about how the urinal leak put them about four hours behind. But elsewhere in the video he's being grilled about why they're already so behind when they were allowed to start processing completed absentee ballots in October. So, clearly the plan was to shuffle their feet on counting absentee ballots and then clog a urinal or toilet to create a special election day delay so that counting could still be happening late night when they could send people home. They were going to wait until 10:00 to find out if the fraud ballots would be necessary. As other pedes pointed out, this is likely what those phone calls seen on the video were about.
